To amend title XVIII of the Social Security Act to include additional types of services as home health services under the medicare program, to amend the Domestic Volunteer Service Act of 1973 to clarify the purposes, goals, and administration of the senior companion program, and to amend the Internal Revenue Code of 1986 to establish an income tax credit for maintaining a household for dependents who are 65 years of age or older.
