To amend the Public Health Service Act with respect to qualified organ procurement organizations.

Amends the Public Health Service Act to state that a qualified organ procurement organization's certification or recertification in effect as of January 1, 2000, remains in effect at least through July 31, 2004, and is subject to subsequent recertification not more frequently than every four years.
