A bill to amend title 10, United States Code, to remove a limitation on the expansion of the Junior Reserve Officers' Training Corps, and for other purposes.

Repeals the 3,500 unit limitation on the total number of Junior Reserve Officers' Training Corps (JROTC) units that may be maintained by the military departments. Allows regular or reserve retired National Guard and reserve officer personnel to serve as JROTC administrators and instructors.
